But they say a jail intelligence team learned of the plans and they contacted the Special Response Team.
Found during the search of inmates and a delivery truck Friday were tampon tubes that had individually wrapped balloons inside containing several grams of black tar heroin and spice.
Officials say two inmates suspected of being the masterminds of the plan have been charged with conspiracy to possess contraband.
